SEEF

Secure Economic Execution Fabric

A research programme on enforcing a global consumption bound across geographically separated sites without wide-area coordination on the request path — and the analytical work behind PayAccept’s control-plane direction.

The problem

Speed and a hard upper bound look like opposites

When many sites spend from one shared budget, you can either ask a central authority before every spend — safe, but slow across continents — or let each site spend from a local copy and reconcile later — fast, but able to break the bound under partition.

Autonomous agents make that trade-off sharper: a single task can trigger hundreds of low-value paid calls, so coordination latency can dominate the work itself. SEEF studies a third path: move global agreement from each spend to the issuance and reallocation of bounded authority.

What SEEF is

  • An economic authorization, reservation, and execution control-plane research architecture
  • A design for enforcing a global consumption bound across separated sites without wide-area coordination on every request
  • Background IP informing PayAccept’s longer-term control-plane direction

What SEEF is not

  • A public product, SDK, or private-beta feature of AgentPay today
  • A replacement for x402, AP2, ACP, or settlement rails
  • A claim that single-digit-millisecond authorization has been measured in production
  • A new currency or blockchain

Relation to PayAccept

Research behind the product — not the product itself

AgentPay is PayAccept’s private-beta product surface for agent payments: authorization, request binding, receipts, and delivery evidence — starting with x402. SEEF is the deeper research architecture for bounded multi-site economic authority. AgentPay does not claim to ship the full SEEF design today.
